Hispanic Employment Programs
Creating a Government That Looks Like America

In this section, we will list various Hispanic Employment Programs that assist in reversing the under representation and underutilization of Hispanics in Department Of Transportation and better serve the nation's Hispanic community. The DOT Hispanic Employment Program and many others seeks to recruit talented candidates for employment with DOT; retain, promote, and develop current employees; and create a pipeline for addressing current and future workforce needs.

U.S. Department Of Transportation Hispanic Employment Initiatives (HEI) 5-Point Plan click here
The purpose of the HEI 5-Point Plan is to improve the representation of Hispanic Americans in the Department. This Plan focuses on the following Department wide initiatives:

     1. Hispanic Employment Program structure, resources and commitment;
     2. Recruitment, hiring and advancement;
     3. Training, career development, and education;
     4. Retention, rotation and recognition; and
     5. Community outreach, partnerships, and coalitions.

The purpose of the DOT and LULAC MOU is to;

     1. Provide a cooperative framework for the parties to implement the Secretary of Transportation's Strategic Human Capital Management Initiatives.
     2. Reflect DOT's commitment to support the involvement of partner organizations in helping create the DOT workforce of the future.
     3. Create a mutually beneficial working relationship between LULAC and DOT in recruitment, training, retention and participation of Hispanic Americans in the DOT workforce and programs.
     4. Strengthen DOT's relationship and outreach activities with traditional and non-traditional educational institutions and professional minority organizations that serve the Hispanic community.

The purpose of Executive Order 13171 is to improve the representation of Hispanics in Federal employment, within merit system principles and consistent with the application of appropriate veterans' preference criteria, to achieve a Federal workforce drawn from all segments of society

The Nine-Point Plan is a strategy to recruit, advance, and retain qualified Hispanic candidates in the Federal workforce.

  1. Support and implement the White House Initiative on Educational Excellence for Hispanic Americans by matching job opportunities with curriculums of Hispanic Serving Institutions.
  2. Provide employment information to students, faculty, and members of the Hispanic community.
  3. Use the Presidential Management Fellows (PMF) Program for recruiting, converting, and advancing Hispanic college graduates.
  4. Participate in the Hispanic Association of Colleges and Universities (HACU) Internship Program.
  5. Use the Student Educational Employment Program as a tool to recruit Hispanic students.
  6. Develop mentoring programs to motivate young Hispanic people to pursue a Federal civil service career.
  7. Promote participation of Hispanic employees in career development programs.
  8. Assess the need for Hispanic Employment Program (HEP) Managers in Federal agencies.
  9. Monitor the progress of recruiting and training Hispanic employees.

We are responsible for providing reports to the President on the progress of Hispanic employment in the Federal workforce. The annual report is prepared in compliance with Executive Order 13171 and contains information on the representation of Hispanics within the Federal Government and best practices of Federal agencies.

The Hispanic Employment Program objectives are;

     1. Ensure that Hispanics are proactively recruited in order to fill vacant positions at all levels of the DOT.
     2. Create a workplace environment where Hispanic employees are valued.
     3. Increase the number of Hispanics at all levels of the DOT workforce.

OPM has the responsibility to annually report to Congress on progress under the Federal Equal Opportunity Recruitment Program (FEORP). The report is prepared in compliance with the law (5 U.S.C. 7201 and 5 CFR Part 720, Subpart B) and contains information on the representation of minorities within the Federal Government and best practices of Federal agencies. OPM is committed to, and is taking aggressive action to ensure, diversity in the Federal Government.
